Diese arbeitet auf der Grundlage der Allgemeinen Erkl\u00e4rung der Menschenrechte von 1948, der Europ\u00e4ischen Menschenrechtskonvention von 1950 und den beiden UN-Pakten von 1966.<\/p><p>Sie betrachtet die Menschenrechte als universell und unteilbar. Ihr Menschenrechtsbegriff umfasst gleichberechtigt die b\u00fcrgerlich-politischen, sozialen, wirtschaftlichen und kulturellen Schutz- und Teilhaberechte \u2013 unabh\u00e4ngig von Herkunft, Geschlecht, Hautfarbe, Religion oder politischer \u00dcberzeugung. Mit der Mitgliedschaft in den Vereinten Nationen bekannten sich alle nationalen Regierungen zu den Menschenrechten. Weltweit klafften jedoch Anspruch und Wirklichkeit auseinander.<\/p><p>Zu Zeiten des Kalten Krieges wie auch heute wurden und werden die Menschenrechte nicht selten machtpolitisch instrumentalisiert. Diskriminierende gesellschaftliche Strukturen, wie die systematische Benachteiligung von Frauen oder Minderheiten, wurden bislang kaum aufgebrochen. Infolge der wirtschaftlichen Globalisierung h\u00f6hlen Ma\u00dfgaben von \u201eStrukturanpassung\u201d und \u201eStandortsicherung\u201d insbesondere die sozialen Menschenrechtsstandards aus und beschneiden die Menschen und Staaten in ihrer demokratischen Selbstbestimmung.<\/p><p>Menschenrechte sind universell.
